Public procurement, where public authorities/institutions buy goods or services from the private sector, accounts for a very large share of transactions in the Baltic States.

Preparation of public procurement documents

At the end of the procurement, contracting authorities are obliged to make public the contract awarded to the supplier.

Public procurement disputes

Public procurement places a strong emphasis on transparency, leaving room for disputes to arise where bidders challenge public procurement decisions, the illegality of the terms of a contract, unlawful exclusion from a tender, etc.

At a later stage, issues can arise from the performance of the contract awarded through public procurement.

Our experience covers representing the parties in a transaction (or procurement procedures) before national authorities, drafting claims against the contracting authority, in drafting complaints to the Public Procurement Authority and and representation in court.

Preparing and ensuring compliance with supplier proposals
