What types of outdoor advertising in Lithuania don’t require a permit?
Did you know? Not all outdoor advertising in Lithuania requires a permit!
According to Article 12(2)(6) of the Lithuanian Law on Advertising, no permit is required if the sign meets the requirements set by the institution authorized by the Government of Lithuania.
The Outdoor Advertising Installation Rules, approved by the Minister of Economy, clearly state that no permit is needed if:
✅ The sign or notice meets the size limits, i.e.:
– no larger than 0.5 m² if installed on a residential building;
– no larger than 1 m² if installed on a non-residential building or a commercial/service location;
– no larger than 2 m² if installed on temporary structures.
✅ The information provided includes only the advertiser’s name, the location’s name, the services offered, or business hours.
✅ The object is installed on a property legally owned by the advertiser.
✅ The advertisement does not disturb public order or affect traffic safety.
How does this work in practice?
One real-life case showed how important it is to rely on objective legal criteria. A client installed informational signs in various locations – in some places they applied for a permit, in others they didn’t. The municipality decided to impose a fine for “unauthorized advertising,” arguing that if a permit was needed in one place, it must be required everywhere.
Our legal explanations helped prove that decisions about permit requirements must be made based on specific facts – size, location, content – not on assumptions or past actions. Ultimately, the authorities acknowledged that no permit was needed in this case.
Why is this important for businesses?
👉 Not every sign or sticker qualifies as “advertising” under the law.
👉 Permit requirements must be applied reasonably – not “automatically.”
👉 Clear legal arguments help protect your business from lengthy and unnecessary disputes.
